Founded by Dr. Kate Zhou and Prof. Li Hongtu, the center seeks to promote innovative and practical research to assist developing countries and underdeveloped regions in the design and implementation of policies to foster sustainable growth and healthy environment, and to advance the rule of law. Scholars affiliated with the center explore how best to use market solution, local knowledge, rule of law, and transparent policies to harmonize the pursuit of each of these goals.

The research center encourages multi-disciplinary research to do comparative studies on trade, non governmental organizations, micro finance, land allocation and use, local markets, rural education and management, rule of laws, environment protection, township urbanization, rural health care, and gender relations.
